Allow Sound Alerts to Optionally Overlap

Prior to a change a few updates back, multiple Sound Alerts could be played simultaneously and overlap. My understanding is that this was unintended behavior and was addressed as a bug and fixed. Our streaming community found this to be a fun & engaging feature, and it'd be great to see this return as a configurable option in a future update. Either as a toggle, or a "max simultaneous alerts" setting to define how many alerts can play before they begin to queue.
