More control of settings

Hi! I'm having an issue with people spamming sounds so much that nobody else can use them. My manager is having to make all of the sounds cost bits to get it to stop. But that ruins the fun for everyone. It would be nice to have more control of cooldowns and how many times a single individual can spam the sounds. Thanks!
