More than one shoutout for specifc viewers, shoutouts for specific usernames.

Currently you can only have one shoutout, it would be good if you could have a generic shoutout that gets used by default, or user specific shoutouts custom made for that particular user, ie the viewer may have provided you a gif or image that is there brand or logo for the channel. so both an autmated shoutout for when they come into channel and say something for the first time, and to trigger these with !so username
