Permission level: Moderator

I really want to use TTS but only for Moderators. Right now there is no real solution out there and Soundalerts could be unique by just adding the Option "Just for mods".

Same as for Subscribers only, which is already there.

Maybe add VIP too if you're already on it. Would be cool
