Refund command or button

Manual refund option for creators and their designated mods to be able to give viewers refunds when there are issues with the playback. The current refund system isn't great and doesn't resolve the issue if streamer has issues and playback errors weren't detected. Can't refund bits so having a manual refund option to give back credits for the viewers would be prefect
