Restrict a specific user from using Sound Alerts

I’ve noticed that a particular viewer quite over uses/spams the Sound Alerts, all my other viewers respect when it’s NOT time to use a sound (I.e. sad moments that REALLY just shouldn’t be ruined) but I don’t want to punish everyone for just one persons misuse. Maybe adding a restriction list that either completely restricts access or gives that user a personal cooldown?
