Viewers preview of a 'clipped' sound should only play the clip

Currently when a sound is clipped and added to the board (eg, using 20sec out of a 60sec sound), viewers who preview the sound hear the entire sound and not just the clipped portion.

This means viewers may be disappointed with the actual sound played once they drop bits/points on it.

Worth noting that the Preview from the “My Alerts” section for the streamer dashboard still works to show the clipped portion and not the full un-clipped sound.
